No: Ipl and cutaneous laser are not very effective at all in treating varicose veins. For varicose veins, endovenous thermal ablation, phlebectomy, and sclerotherapy are far more effecitve. See a vein specialist who can do an evaluation with ultrasound and be able to tell you the best way to treat your varicose veins.

IPL: Probably not, except on the face. Better option is sclerotherapy once issues of possible vein reflux have been evaluated.
