Can unstable type b fibula fractures be wrongly called stable because of ligament injuries being missed could this prevent healing?

No: If a fracture is stable called "stable" than the ligaments attached to the fracture fragments have less impact on their stability during healing. If another site in the ankle is "unstable" due to ligamentous injury, then that could play a role in healing.
