Not likely cataract: Cataracts usually only cause reduced vision without tearing/burning. The symptoms you have suggest possible allergies i would suggest seeing your doc for an evaulation...

Dry eyes: Most people are surprised to hear that tearing is a big symptom of dry eye syndrome. Your eyes try to compensate by tearing too much. Sensitivity to light and wind or air movement are pretty common with dry eyes too. Cataracts do not cause any symptoms that make your eyes feel bad, rather they cause cloudy, blurry vision or glare symptoms.

Dry eyes: You are describing typical dry eye syndrome. The use of artificial tears should help your symptoms significantly. Start using them 4-6 times per day. If you do not receive adequate relief, i suggest that you seek the care of an ophthalmologist.
