No: A dentist has specialized instruments to clean your teeth first. You'll need your teeth properly cleaned first before you can whiten them and if you try it at home, it's generally unsafe. Depends: The color of your teeth depends on genetics and cleanliness. If you have genetically light teeth and keep them spotless, you may achieve your goal with otc bleaching strips. All bleaching involves chemicals, specifically oxidants, however., whether self or professionally administered. "pure" white is going to be elusive, though. Obviously avoid tea, coffee and dark colored drinks.
