Yes some times: Yes localized bulges are seen frequently , at perforators or the communicating channels between superficial veins and deep veins.

Abnormal.: Varicose veins are due to leaking(refluxing) valves of usually the saphenous system. Areas of the varicose veins that bulge most often are areas where the malfunctioning valve is located. Over time the varicose veins will worsen. You can try support hose as a temporizing measure but you best course of action would be to see a vein specialist and have a venous reflux exam.

Yes: When a vein system is dysfunctional it is under too much pressure. The weakest area of the vein then bulges and becomes visible. The part you see is just the tip of the iceberg. The problem vein needs to be diagnosed and treated. See a specialist in venous disease (phlebology).

Varicose veins: A bulging vein is asymptomatic of abnormal veins above the area with blood flow regurgitation. It is not uncommon for the vein further away from the problem to bulge more, it is like water going downhill.
