Almost same: The two terms are essentially interchangeable except that a brow lift can be done via an approach from the upper eyelid or directly above the brow. This would technically only lift the brow and not the forehead.

Forehead/brow lifts: There are many different types: 1) transblepharoplasty 2) suture suspension 3) direct brow lift 4) mid forehead excision 5) temporal brow lift 6) pretrichal lift 7) endoscopic 8) coronal and these can be performed subcutaneous, subgaleal, or subperiosteal through limited or extensive incisions and this list is by no means, exhaustive.

Same: They are really the same procedure for example endoscopic brow lift involves lifting the entire forehead. Although it may be possible to elevate the laterehead.
