Not necessarily: You are suppose to have some overbite. Or actually overjet in this case. You should have to "reach" with your lower teeth to incise the noodle. At this time your back teeth would not be touching.

Malocclusion- You: Either have a dental malocclusion or a combo dental/skeletal malocclusion. Apertognathia typically presents with patients being unable to chew/tear through foods efficiently because of lack of contact of anterior teeth. Best to have orthodontist evaluate & if malocclusion can be corrected without surgery, then this is best option. If malocclusion has strong skeletal component surgery needed.

It's not the length : It's not the length of your front teeth but mostly how they meet as well as their shape or contours. If you want a better answer to your question, i suggest that you see your dentist who can examine your teeth and your occlusion (bite) to see what is going on and what can be done to improve your incising and chewing ability.
