A Rough Cuff: Probably for the same reason that was done to/for me. The inner surface of the"clav"was so rough and spiky that it was rubbing on one of the rotator tendons and best just partially removed. But-why they didn't do it all in one procedure, as you imply,is a more difficult issue.Maybe the tendons looked good enough to leave alone but then ended up not doing as well as expected. Ask them,they did it.
