Why would a persistent (6 weeks) small hard lump on ulna bone next to the elbow joint that is visible and palpable by myself, family, and pcp (with localized tenderness but no redness/swelling) not show up in 3-view x-ray? should i see ortho anyway?

Soft tissue: It is most likely a soft tissue issue like a cyst. Some of those can be quite hard. It could be a tendon sheath cyst. Try not to poke or prod it and see if the tenderness goes away. If it is still uncomfortable you may want to see ortho, but it sounds benign.
