No: Undiagnosed hypothyroidism means that hypothyroidism may not exist. For symptoms compatible with hypothyroidism, a thorough medical evaluation is necessary because other illnesses may present with the same symptoms. Taking thyroid medication without proven hypothyroidism isn't safe. Rapid heart rate, heart attack, stroke, etc. Are possible side effects when too much thyroid hormone is taken.
