Nothing wrong.: Your teeth are erupting very, very slowly or they are horizontally impacted. Ask your dentist to review your radiographs to be sure.

Insufficient room: Looking at your age, it seems evident even without seeing you that there is insufficient room in your mouth for the wisdom teeth to come in fully. If that is the case, they probably should have been removed years ago. I suggest that you discuss this situation with a dentist to see what to do at this point. We can't answer that question without seeing you and your x-rays.
