No, but can stop it: Use a soft toothbrush, brushing only twice daily. Do not drink liquids with high acidity (sodas, lemonades, etc). Floss to keep gums healthy and strongly attached to your teeth. See a gum specialist to bring your gums back to their proper height. Good luck!

No, unless: Some side effects, which you don't want from certain meds, such as anti-seizure ones will give you too much gums, and it's inflammed generally and unhealthy-- gingival hyperplasia, other than that, you will need a free gingival graft or allograft to get your gum level back... See a periodontist.
