White dots on lips: It is possible that the tiny white dots on your lips are Fordyce spots, which are sebaceous glands, a common, normal skin structure. However, they are not common under the eyes. Small cysts, called milia, and syringomas, which are small, benign growths of sweat glands are common under the eyes. Please see your dermatologist for a more definitive diagnosis.
