Yes: That's a somewhat unusual location for tendonitis but it would be possible, and the symptoms can present suddenly. Alternatively you may have unknowingly sprained the ankle, or there may be another underlying cause. Try anti-inflammatory meds and avoid aggravating activities, and see a physician if symptoms persist.

Certainly: The extensor tendons run right over that area and you can get tendonitis easily if foot function is off or by injury and overuse.
