Biopsy vs observe: I highly recommend a punch biopsy. This can be done by your primary care doctor, a surgeon, or a dermatologist. You can't really tell with 100% confidence if a mole is pre-cancerous based on its visual appearance. You have to examine it under the microscope. The other (poorer) option is to observe for changes in a few months. Take a high-quality digital photo with a ruler today for comparison.
