Can whip its (nitrous oxide) cause permanent nerve damage?

Beware of hypoxia: The big danger with nitrous oxide is that you can happily die of lack of oxygen. If you inhale pure nitrous you get 0% oxygen. You can pass out and not breath enough oxygen and get brain injury. In safe medical use, we always mix in at least 25% oxygen.

Nerve damage: Nitrous oxide can damage nerves by either interference with vitamin b 12 metabolism or by way of an exposure to low oxygen concentrations. Whip its are not a healthy thing to do.
