Yes: You are probably observing a deposit termed a pingueculum - sort of a callus of the eye - a normal growth which protects this usually open part of the eye against wind, dust and uv light. It has a yellow tint, can vary in size and is highlighted if the eye gets red or irritated. This is a normal feature of eyes in the middle years.
