Circulation disorder: It could be a condition we call hemosideran deposits. These can be the result of chronic venous insuffiriency. The red blood calls can leak out of the veins and get into the layers of the skin. Almost all is re-absorbed by the body, but the pigment remains behind - kind of like a tattoo.
