Radiculopathy: Is what first comes to mind. Also known as a piched nerve in your neck. However there are other causes that need to be ruled out. It could be something as simple as a muscle spasm or something more serious. There are many questions and exam requirements to correctly identify the problem. A full history and a physical exam would be required to determine with any certainty.
