Radiculopathy: This sounds like a nerve pinch as it exits the spinal,cord in the cervical area (radiculopathy). See a doc for appropriate x Ray, or MRI to evaluate this and determine the best treatment options. Use a soft cervical collar while driving u til then to protect against a ‘whiplash’ and more severe injury
