Nerve pain: It is difficult to say without examining but the pain you are describing sounds like nerve pain. Nerves can get punched at the level of the neck giving burning shooting pains in the arms and neck. The chest pain may be due to referred pain from a pinched nerve as well or due to inflammation of cartilage. You need to get examined by a doctor to get the correct diagnosis

Atypical chest pain: Given age group and no documented risk factors, your symptoms are unlikely cardiac in origin. However an evaluation with blood tests (thyroid unction) an echocardiogram (sonogram of the heart) to rule out structural disease and a treadmill stress test for coronary and abnormal heart rhythm abnormalities would help to rule out cardiac etiologies.
