Possible reflux: Try some liquid antacids and see if it helps. If it does, you likely have some reflux and throat spasm from it. If it doesn't help there might be a scratch in your throat from the chip. If it persists an ENT exam would be helpful.

Yes: Sounds possibly like "heartburn" or gastroesophageal reflux which can be relieved with antacid medications like tums, prevacid, zantac (ranitidine). But if you are having chest pains this can also be a more serious symptom which may require you to see a physician immediately.
