May be teething: But may also have a cold or one of so many other problems. First, check with your pediatrician. Second, once 1st baby tooth has erupted make appointment with a pediatric dental specialist. Don't wait until age 2-3.

Acute febrile illnes: Your child has a febrile illness. If he was active, alert and normal looking you could wait it out. Since he is not, you need to have him examined and sometimes tested to determine the cause and treatment. I would call your child's doctor and have him evaluated.
