Not stroke: Sounds like you have a problem with the mental nerve branch of viii trigeminal. A dentist or head and neck doctor should be able to help you.

Numbness benign: Sometimes patients can get numbness from a trauma to the area where the nerve is located, in this case the side of the chin. Even a relatively minor injury can persist for some time afterward. If the numbness seems to progress, consultation with your primary care physician may be indicated.
