If you were one month pregnant would you be able to feel a baby on the outside of the stomach?

No: One month isn't enough to even see the baby-bump. Even that takes 2-3 months. That's why everybody wonders, "is she?" (even the woman herself sometimes!).

A bit too early: The fetal movement and or baby bulge are not evident at a month. The placenta and fetal unit are less than a golf ball size. The normal first sensation of fetal movement is reported at about 16 weeks in moms with prior pregnancies and 20 weeks in first timers.
