Could Be, but..: To help you i would need a few more clues. Right now i would say it could be a lot of things. As a general rule if its dry its okay to put hydrocortisone, but if it looks damp lotrimin (clotrimazole) to start. Could be eczema, could be tinea and the treatments for either could make the other worse. I would suggest a visit to your pcp, or a dermatologist.
