The higher is a measurement (by blood pressure cuff and stethoscope) of the pressure of contracting heart pumping blood into the body and lungs, and the lower pressure is the baseline relaxed pressure in the arteries. The higher number is the resistance when the heart pumps, and the lower number is the resistance when the heart relaxes and fills.
