Top of foot has big bump and foot is bruised, how to treat this quickly?

Does it hurt?: You didn't mention if it was painful. If just a bruise and not painful then may need no treatment. If painful then it could be a fracture or bone spur, ganglion cyst? Need better description of it but i would suggest you get it checked.
