Yes: It is not that unusual for a broken ankle to develop arthritis years after the injury. This can be quite significant depending on the nature of the break and how it was treated. There are several ways to manage this. If pain from joint is bad, a shot may help, p.T. And some type of ankle and/or foot brace/support/orthotic can also be helpful. Of course the type of shoes you wear also are a factor.

Truma: To the ankle like a fracture can lead to arthritis which can cause the stiffness you are feeling. It is common to develop what's called an osteochondral defect within the ankle which will be picked up on MRI and can be corrected with arthroscopic procedure.
