Yes possible: As it has same ski surface, basal cell cancers are locally invasive , develops in exposed surface of skin , usually older group , ( not 19 yr old ) at any age suspicious skin lesions should always be evaluated usually by dermatologist.

Yes: Yes i can but usually it doesn't. Melanoma can grow from an existing freckle.
