Ask his doctor: Lung cancer frequently spreads to the brain. This patient might already have it in the brain(the fact he is getting radiation being given now...? Which part of the body). Brain involvemnt by lung cancer can cause loss of limb function. Which should not be a surprise.

Yes: Small cell is a pernicious cancer of the lung. Local spread and metastasis is common and frightening. Any neurological symptom can occur and be lethal. Mri of brain probably best to see lesions.
