Moles: Some moles have a deeper component that may be represented by a returning raised portion or pigment (darker color) . A dermatologist can examine these areas to discuss the diagnosis and offer treatment if needed.

Biopsy vs excision: Sometimes funny looking or suspicious moles are sampled or biopsied rather than completely removed or excised. If they were completely benign on biopsy then they recurred because they were not completely removed. Regardless my recommendations would be to have them rechecked by a dermatologist to make sure that they are not concerning for their rapid regrowth.
