You may: You can swim with dry eyes. It is more helpful to wear goggles. You may want to use artificial tears after swimming.

Yes: There are no specific contraindications for swimming with dry eyes. However, it may be more likely to be irritated from chlorine or other chemicals in the pool. It seems you are doing fine if you are still swimming 3x a week.
