Not quite: While most muscular functions cross over in this way including the eye muscles, the left side of the visual part of the brain controls the right 1/2 of each eye and the right side of the visual cortex controls the left 1/2 of each eye. Actually it doesn't control it but receives input from these parts of the eye.
