Yes: It has been found safe & effective as early as 6 months of age & less so earlier. This is possibly due to the interference of maternal antibodies passed through the placenta or just a weak response due to a young immune system the first time a kid has the flu vaccine in infancy a second dose is recommended a month later to help stimulate an adequate response.
