No: While both bone lesion (spurs or osteophytes) and discs can compress nerves and cause symptoms, the bone lesion does not cause the discs to bulge. If you mean a condition called spondylolisthesis or spondylolysis, then the instability from these conditions can cause the vertebra to move apart in an abnormal way, in which case the disc bulge may result from that.
