For what reasons might a municipality not want to report a possible whooping cough outbreak?

Panic: Reporting is mandatory so the prime suspect could be localized and contact chain can be broken, also vaccine can be given early in an outbreak cases could be treated earlier and contagious period can be reduced call the cdc if you are sure cases are not reported.
