Question: The big question is did he have surgery? If so he will be in pain, non weight bearing and at greater risk for dvt. Even without surgery he will swell much moe and won't be able to walk.

Depends: All ankle fractures are not created equally. The most "minor" type would be a fibular fracture located below the level of the ankle joint. This does not require surgery and normally heals in 4-6 weeks. If he required surgery you should ask the surgeon for his post operative time table. Good luck.

Safe than sorry: Depending on what your consulting surgeon says after he gets evaluated, it may be better to be safer than sorry. If he were to have surgery in the next couple of weeks, he'd be at risk for a blood clot, however it is likely he'll be on anticoagulation therapy. Even if he's on anticoagulation therapy, it's probably not the nicest to be traveling while injecting yourself daily. Good luck.
