Not sure/clarify,,,: It's hard to know what you mean by "decongestant". Apparently your tests were normal. I haven't heard of tests determining that a testicle might be congested, but if the results were ok there shouldn't be a problem with motility. This refers to sperm motility anyway so it's highly unlikely to be a problem. If you're still unsure you can always see your doctor for an exam. Good luck.
