What's your criteria: What are your criteria for delayed puberty? Undersized? No secondary sexual characteristics? No body hair or odor? Or is it just small testicles? You need a work up either way by an endocrinologist.

It depends: Upon whether you are just worried about small genitalia or whether you've really had an evaluation for delayed puberty, including bone age x-ray, etc. Why have you waited until age of 30? See an endocrinologist and get the problem properly evaluated and treated if necessary. Don't start making your own diagnosis and or treatment decisions.
