Different things: These are two different things. A cyst at your wisdom tooth is a growth and development condition and this tooth should be removed. The tongue blisters have a number of causes. Both conditions need to be evaluated by a dentist.

Possibly: This depends on the position of the blisters. They can be caused by sharp teeth, rubbing and irritation or even herpes. If the blisters are right by the irritated area they are probably just an irritation.
