Bulges are very normal, and a description of the disk suggesting some aging like wrinkles of skin—presence not necessarily symptomatic. So, based upon the info provided, asymptomatic discs require no treatment. Unsure about aorta.

Depends on size: Assuming you're talking about an abdominal aortic aneurysm, this is unrelated to bulging discs, although each can cause back pain. If aneurysm is under 5 cm, it usually is not treated. If over 5 cm it is treated either by a stent or open operation to replace aorta with graft. Bulging disc treatment depends on symptoms. Evaluate by spinal surgeon.
