He might: Time will tell. You need to continue to do hearing tests as prescribed and follow up with ENT if no improvement.

For your son to : Develop receptive & expressive language as close to normal as possible & function academically as close to grade level as possible, his degree of deafness & his need for augmented hearing need to be confirmed now, by auditory evoked response, evaluation by an otologist (ear dr.), genetic testing, & developmental assessment & therapy thru your state health division's early intervention program.

Not necessarily: If both failed tests were screening tests, he needs to have definitive testing; e.g. Baer. Behavioral tests (responding to sound at home) aren't reliable.
