Stiff Neck and Fever: If your daughter has a fever then this is an urgent problem and you should have her in the er asap. If she has no fever and is otherwise not ill then trying some children's Motrin (ibuprofen) would be fine.

AARF: Could also simply be a post-viral torticollis/atlantoaxial rotary fixation. If not severe, may resolve with the inflammation in a couple days. Alternatively, if more significant, may need traction to correct. Peds ortho would be a good start.
