Most likely vascular: A "blue" color results from any one of several entities, virtually all of them are vascular. One very common cause is the "all american disease" - raynaud's syndrome. This causes toes to turn red white and blue, when subjected to extremes of temperature or stress. Generally speaking, bluing is caused by impedance within the venous tree that takes blood back to the heart. Try elevating ur legs.

At 18 years of age: Blue toe means nothing. At age 50 and above that would be a different thing. There is no circulatory problems in a teenager. Live your life at the fullest and concentrate less on non existing medical problems....

Purple or blue toes: Agree w dr ross' comments. Additionally sometimes simply the pooling of blood or the slow return of blood out of the feet due to worn out valves in your veins can give a transient blue or purple coloration which will return to pink if your lie down an elevate your feet an inch or two higher than your chest (heart). That condition is not a serious one.
