Infected laceration: Any deep cut should be seen & treated by pcp/ urgent care. Sounds as though the cut has become infected & u now have cellulitis (skin infection). See pcp asap to prevent complications. Altho razor cuts not normally associated with tetanus, might be good idea to get tetanus booster if more than 10 yrs since last one.
