Could be, but...: You should have this looked at asap. You need to make sure this is not a developing infection. If it is not an infection, it could be any number of inflammation problems - phlebitis being one of them. Gout or another inflammatory arthritis is a possibility as well as a skin inflammation indicating some underlying systemic problem. Basic lab work can rule out a significant problem.

DVT?: Besides the things that dr. Creighton mentioned, you need to make sure that you don[t have a deep venous thrombosis. Please see a doctor right away.
