Could be many things: If your child has a fever with a red rash, this could be an infection. Please consider a telemedicine visit or in person visit with your child's healthcare provider. This type of rash can occur with or without itchiness.

Eczema, other?: Eczema, a dry skin condition, is the first thing that comes to mind, but there may be other issues causing a similar appearance. Some might be related to an infection, so get baby checked by their pediatrician as soon as possible, especially if there's fever or other symptoms. In the meantime, use a moisturizing soap like dove and make sure only 100% cotton touches their skin. Don't get too warm.
