Probably not. : Tooth mobility is generally a sign of periodontal disease (ie gum disease). Gum disease can cause the bone supporting the teeth to recede which in turn causes the tooth to be mobile. Unfortunately 80% of tooth loss is from gum disease and your friends habit of chewing tobacco can not only accelerate the process but can also lease to increased risk of oral cancer. He needs to have a dental exam.

Wiggly tooth: From your question it seems like your friend has wiggly tooth due to bone loss causes by periodontal disease which is associated with his tobacco chewing. My recommendation is to go see a dentist as soon as possible to get the area checked.
