More Information: Without more information on whether there was any sort of injury and what that might have been it is hard to say. Either way, with this will likely require xrays as a simple diagnostic measure.

Sounds like : Hallux limitis. This can be caused by a few factors such as a spur at the top of the first metatarsal head. A podiatric evaluation would be helpful in cofirming this diagnosis and offereing treatment options for your daughter. If the condition hurts while she walks but she has motion off weightbearing an orthotic can be helpful but surgery may be necessary.
